From December 2022, Accredited Employer Work Visa (AEWV) holders will no longer be able to support partners for Open Partnership Work Visas.

The exceptions to this policy change are if the AEWV holder meets Green List requirements or earns at least double the median wage (currently $55.52 hourly). Radiologists, radiographers, sonographers, radiation therapists, occupational therapists, podiatrists, audiologists, registered nurses and midwives will therefore all still be able to support their partners in an Open Partnership Visa.

These professions will also automatically qualify for residence in 24 months.

Unfortunately, Physiotherapists and Speech Pathologists did not make the cut and their partners will either need to initially travel on a Visitor Visa or secure their own Accredited Employer Work Visas to arrive on shore.

Like many others, we eagerly await the re-opening of the Skilled Migrant Residence pathway to determine exactly what residence pathways remain available to these occupations.

New Zealand has introduced a “Straight to Residence” pathway for engineers commencing September 2022.

To be eligible for the straight to residence program, you will need to secure a role and meet both the required qualification level and minimum salary requirements.

The first step to ascertaining whether you would be successful in securing a role in NZ would be to determine whether you will successfully gain membership with Engineering NZ. At present this is not compulsory how it will greatly improve your chances of securing work in NZ and indicates a commitment on your part for potential employers. There is also a proposal for the introduction of a new registration and licensing regime for engineers in New Zealand. Below are two links. Engineering NZ also has job advertising under the Engineering Tools dropdown menu for your perusal.

https://www.engineeringnz.org/join-us/chartered-member/get-chartered/

If you would like further information on this pathway to residence please contact GHS today.

Some employers accredited under the old Talent (Accredited Employer) scheme are exempt from paying a fee when they apply to become an accredited employer under the new Accredited Employer Work Visa policy.

To be eligible for the fee exemption, you must:

have held an accreditation under Talent (Accredited Employer) scheme on 23 May 2022, and

have at least 6 months validity remaining on your accreditation period, meaning your accreditation was due to expire on or after 23 November 2022.

The fee exemption can only be applied for your first application for accreditation under the AEWV policy. The application must be made on or before 23 November 2022. If you wish to employ migrants after 3 July you will need to be accredited under the new system so we would encourage you to apply now for a seamless transition.

Rules to come into force in time for Step 1 of the border reopening

Self-isolation rules similar to those for domestic COVID-19 close contacts

Groups can apply to leave self-isolation to train or practice

Before flying, travellers will have the option of three types of pre departure tests: a PCR test within 48 hours of flying, or a supervised RAT or LAMP (Loop-mediated isothermal amplification) test within 24 hours.

Allowing use of RATs recognises that PCR tests are difficult to get in many countries, with the lower sensitivity mitigated by halving the time people could get infected after being tested. Adding a LAMP test provides more options in a constrained global market for tests. Minimum vaccination requirements have been updated and will apply to travellers aged 17 years or older.

From the end of March, a New Zealand Traveller Declaration will require travellers to complete an online declaration prior to travel and upload evidence of vaccination and a negative pre departure test. Before then, they will be manually checked by airline staff at check-in and by Customs staff on arrival.

Travellers will need to confirm where they are staying in New Zealand, and cannot stay in a place with shared group facilities such as a backpackers or a hostel.

On arrival in New Zealand

On arrival at the airport, vaccinated travellers will need to download the NZ COVID Tracer app and will be given three RATs. They will then:

travel directly to their accommodation – avoiding visiting people and entering shops and businesses

wear a mask until they reach their accommodation, and ensure anyone picking them up wears a mask

sanitise their hands regularly and

maintain physical distancing as much as possible.

Self-isolation

On arrival travellers will immediately commence the self-isolation period of seven full days and be required to report the results of two rapid antigen tests – one on day 0/1 and one on day 5/6. A positive result will need to be followed with a PCR test to monitor for any new COVID-19 variants.

Travellers can form a bubble with family or friends and must minimise contact with others as much as possible. No visitors are allowed.

Travellers will be able to temporarily leave self-isolation in special circumstances, such as visiting terminally ill relatives, to access urgent healthcare or to attend court hearings, but will be encouraged to take a RAT if visiting a high risk location such as a hospital or aged care facility and need to follow public health measures.
