Overview of New Visa and Workforce Commitments

The India–New Zealand Free Trade Agreement (FTA) has officially entered into force on 20 October 2026, introducing pivotal commitments surrounding temporary employment, study rights, and young professional mobility. These provisions are designed to meet New Zealand's economic and workforce requirements while lowering barriers for Indian nationals.

1. Temporary Employment Entry (TEE) Visas

  • Eligible Occupations: Two new pathways targeting highly skilled professional roles and selected occupations iconic to India.
  • Volume Cap: Strictly limited to a maximum of 5,000 visa holders in New Zealand simultaneously. The majority of allocations will be routed toward occupations already established on New Zealand's official Green List.
  • Duration & Residency: Visas are issued for a duration of 3 years. Crucially, these entry pathways do not provide an intrinsic mechanism or line of sight to permanent residency.
  • Core Requirements: Applicants must hold a qualifying job offer from an accredited New Zealand employer and fully comply with standing immigration prerequisites (including qualifications, English language proficiency, health, character, and identity metrics).

2. International Student and Graduate Framework

  • PhD Post-Study Work Rights: Beginning 16 November 2026, post-study work visa terms for Indian graduates who successfully complete a New Zealand PhD will expand to 4 years (an increase from the standard 3-year baseline).
  • In-Study Work Baseline: While all eligible international students currently retain the flexibility to work up to 25 hours per week during active semesters, the FTA legally binds a minimum baseline commitment of 20 hours per week for Indian students, shielding them against potential downward policy shifts in the future.

3. Working Holiday Scheme

  • Implementation Window: To be formalized and launched within 2 years of the treaty's activation date (by October 2028).
  • Age Bracket: Available exclusively to Indian nationals aged 18 to 30 years.
  • Annual Cap: Strictly capped at 1,000 successful applicants per annum.
  • Duration: Allows individuals to live, travel, and seek short-term work in New Zealand for up to 12 months.

Operational Notice

All newly engineered pathways introduced under this agreement are designed to function seamlessly within New Zealand’s existing sovereign immigration framework. Standard compliance, integrity monitoring, and baseline entry rules remain mandatory across all categories.
